Kick-Off meeting SWARM-C3

VTT Technical Research Centre of Finland, Insta Advance, DotOcean, Oledcomm and Wayren officially launched the SWARM‑C3 project last week in Brussels. The initiative is funded by the European Defence Fund (EDF) and spans a three-year research period. Its aim is to develop a novel operational concept for the command and control of autonomous unmanned swarm systems operating across land, sea, and air.


SWARM‑C3 (Command, Control & Communications for Multi‑X Swarms) brings together five organizations from four European countries. The goal of the project is to develop an operational concept that enables seamless cooperation between autonomous swarms.

The project unites leading European experts to advance the efficient coordination of drones and other autonomous units in demanding operational environments. The development work focuses particularly on swarm command structures, secure communications, autonomy, and human-machine interaction.

The European Defence Fund is an EU-funded program launched in 2021. With a total budget of approximately eight billion euros for 2021–2027, the fund aims to strengthen the competitiveness, efficiency, and innovation capacity of Europe’s defence industry and research community.

About the SWARM‑C3 project

SWARM‑C3 is a three-year project funded by the European Defence Fund. It focuses on developing an operational concept for managing autonomous unmanned multi-X swarms. The consortium consists of the coordinating partner VTT (Finland), Insta (Finland), DotOcean (Belgium), Oledcomm (France), and Wayren (Estonia).
